That same author refers to the "9B" as a "fine". In the US, this is a civil suit. The award, if any, would be called damages.

As both firms prepare for trial, the legal fees will start to escalate. I'm just noodlin here but it would make sense, economically, If Intel settles in Delaware for up to 1.8 Billion, with AMD's promise to aid in the resolution of the EU matter. Each party to bear it's own legal fees. Any settlement would encompass the Globalfoundries intellectual property violations, also, and may result in royalty payments by ATIC to Intel over the years.
