LOL. Where did the author come up with the $9B figure? Out of his rear-end? I've read a few billion in the worst case scenerios. So, the risk to Intel is nowhere near that high. Further, much of the "evidence" and rulings in the EU case are deemed hearsay & legal in the US. Given all that, they may very well settle as the legal costs will skyrocket and neither company will see any $$ or changes for the next 5 to 10 years at the earliest.
