The infrastructure is technically there, it's just simply not efficient (or in some cases, not readily available for those seeking to purchase an alternative fuel powered car). Most electric hybrids simply plug into your home's electric socket (not sure if it requires a 120V or a 240V outlet). It takes at least several hours for a car to fully charge. I understand that some model's have a special adapter (that is connected to your home's electric system; I surmise it's similar to adding another dryer "outlet" to your home).
