If those are "for profit" schools, I can see how they would make money.

There are colleges that make money; the first one that comes to mind is the University of Phoenix. It keeps its overhead low by not having a campus and not offering what most universities do in the way of things besides classroom instruction.

I don't know if this would be an option for high schools since they are a different thing than colleges.
