Jimlur, Since QCOM doesn't manufacture phones or devices anymore, I doubt they would need a new license from IDCC.

At one time, they did manufacture 2G CDMA phones, hence the IDCC license for pre 1995 patents. I think they sold that division to Kyocera back around 1999.
