Pumping and Dumping IS manipulation.

Isn't it something...
Stock PPS at over .90 when TD ameritrade noticed manipulation of rcch.

Diluting shares for $ is not manipulation.

Dilution on it's own may not be manipulation, but when it is part of a pump and dump it certainly is.
