Remember the mayor is a Dartmouth graduate. I think he graduated with a BA in Small Town economics and his thesis was how to build a Utopia in rural New Hampshire. Berlin is his experiment. Of course Casinos and prisons don't seem too Utopian to me nor big tourist atractions. I think the Mayor and city council should have tried it out on SIM Earth first. Just imagine Berlin after Laidlaw is complete. Self supporting community with its own Powerplant. Wow I think I would move there and build a business on mainstreet.
