Why didn't Berlin purchase the property when it knew in advance that the mill would be closing?
they can't afford it

Why didn't they seek some outside developer to purchase the plant if they couldn't afford it?
no developer who can afford it is interested

What other viable, revenue generating plans are/ were in the works for the property?
there aren't any

Why is the mayor and town council still fighting the battle?
