You short a stock betting that it will go down (a self-fullfilling prophecy since you have now diluted the stock) so that YOU can make money by buying it back cheaper to fill the short.

Everyone loses (the company, the other shareholders including the little old grandmother with her retirement money) except the one who dilutes the stock to make money.
