If we restrict the discussion to pharmaceutical API, which is the relevant issue vis-à-vis contaminated heparin, this matter was settled several decades ago. The large majority of API manufacturers have long resided in Third World countries.

The issue is not just cost but also environmental regulation. API plants are major polluters—I doubt that any such plants could be built in the US even if some company wanted to do it.
