I just want to throw out a bit of wild speculation here.
Have been observing the antics of GBDX lately & though they are very different Co's.Price been going up & down like a yo-yo, but they have similiar acc/dist & CMF & have just increased yet again the A/S. About the 3rd time now since mentioned 1 year ago about buyout. Popular theory there is Co increasing A/S but holding on to them, not increasing OS/float, as a deliberate tactic by the Co,to snap up all shares from weak hands. In their case when it comes time to announce buy out, more shares they have the less it will cost them & the extra A/S would just be retired.
I'm picking something similiar is happening here, using one part of our complex menage of Co's to BB for HCPC, then see some major structural changes when they PR.
I also wonder why they chose so early on in the game to do this audit? as the only purpose is to assist in moving up in exchange, laudable but why now? why not in 6 months or a year?
It makes the perfect excuse to stall for time, keep the price low & BB.We all said they needed time for BB(of existing float that is), & this way it gets done a lot faster. If they have money coming in wouldn't that be the thing to do. Re the A/S surely if they wanted to, they could cancel or retire at some future point/ or it becomes part of the controlling interest of the larger partner. In either case shares would not enter marketplace. Let's face it not all Pinkies are POS/scams, maybe these 2 Co's at least are smarter than we give credit for?.

p.s I think they are also getting cooperation from their contacts with MM's/brokers whatever to maintain artificially restrained price as has been speculated previously. In the case of GBDX they may be on their own hence the yo yo effect.
