IMO, there are four choices and any combo thereof:

money from VPN already pr'd (i.e. for completion of the pilot and possibly via the original agreement providing for funding of the initial phase);

Centerline/VOIP/Magic Money revenues;

slashing costs;

and, government funding of the strat, possibly through Raytheon or another large defense contractor.
