It means their auditors looked at the chance again prior to filing the May 15 10Q, and determined essentially no chance prior to May 22.

Prior to that, in the recent 10K for instance, the auditors apparently thought a very good chance it would occur before May 22.

I doubt anything major happened in between April 30th and May 15th, other than the time horizon became exponentially closer to no chance before May 22.

At that point, even an MHRA reviewer taking a one week vacation could have done it, or something even more obscure.
