Yes, it is an interesting process of discovery. I do believe however that NLM's progress is heartening. The fact that Andrew Yu left Global Foundries and became a consultant to NLM is important. He also mentioned polymers as a material going forward.
I guess, the thing we don't know entirely is what are the remaining hurdles before we can get a manufacturable modulator with acceptable yields and a reliable process.
Once we have a PIC, a product that is able to demonstrate a reliable modulator made in a CMOS foundry with a functional PDK and operating to spec, we have something to hang our hat on.
I personally don't care who produces the pluggable or the modulator or whatever that end product is that demonstrates a polymer modulator made to the above description. At that point, we have a product that proves the claims. 
The speculation is mostly gone and we can move forward with confidence that The industry has to pay attention to. For all the reasons; high speed, low voltage, small form factor, easily compatible with a CMOS fab.
