Yes, that would be a viable reason. But Nasdaq doesn't require that high a sp for listing.

The regular bid price of shares of the company's stock at the time of listing must be at least $4.00

A 1:5000 ratio would be enough and even allow for a drop in sp while it goes through the process.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
