Sorry to burst your bubble but you're getting your news from known false sources. Usaid was created by executive order therefore it can be canceled by executive order. The lawn this is very clear. Now there may be an activist judge who thinks differently in DC but if this were bought for the supreme Court there is no doubt whatsoever the president has the authority to cancel an executive order.
