However, Congress did appropriate funding, over and over, including Republicans. Kennedy created USAID, just like W created the department of Homeland Security. But, Congress had to fund them. Homeland Security is very expensive. Not that I want it dismantled. Everything should be up for review, legally.
When there is total control to do everything legally, why is everything being done illegally? It's not for noble reasons, IMO.
