Happens all the time. Go to Finra Daily list and go to trade halts. Put in all halts and a time frame, add U1 and T3 which are the foreign halt and trade resume codes and they bounce around all the time.

I dont see how the canadian side has the ability to halt the USA side. TWOH is an american ticker, which was first incorporated out of Delaware in 2009. They just listed TWOH on the canadian exchange a couple years ago. I would be worried it could be something that could cause a CE on this side.
