My guess as to why most use the 1:10 for a potential RS, is that a current sp of 50 cents, that is what it would take to get the sp to $5.  That is a magic number below which certain institutions or whatever cannot purchase a stock.  

Many of us abhor a RS split and I don't see why, if the goal is to sell V to a BP, it is necessary to remain listed on the Nasdaq. If a highly effective drug that a BP was interested in was owned by a private company I assume they would still be able to consummate a deal assuming terms were agreable to both parties.
