You don't settle shorts with shares on a daily basis, the new clearance times are meaningless. And the offshore or broker status folks, they don't have the same capital requirements as retail. That's the difference. FTD wouldn't occur on a daily basis. FTD's recorded here recently and throughout the year. Cost to borrow here is currently 25%, with the number of shares out here that is fairly high. Not "active squeeze" high but certainly being sold by someone.
