There is no issue of offshore shorting of any US traded stock. I suggest learning how the process works as each and every share that is traded must go through a US clearing house. The settlement is T+2 soon to be T+1. If the shares are not accounted for that would generate a FTD. You have proven once again you have no idea what you are talking about. You are simply trying to con others into buying this garbage stock.

When does settlement occur?
For most stock trades through May 24, 2024, settlement occurs two business days after the day the order executes, or T+2 (trade date plus two days). For example, if you were to execute an order on Monday, it would typically settle on Wednesday. For some products, such as mutual funds, settlement occurs on a different timeline.

However, starting May 28, 2024, U.S. securities settlement will move to one business day after the order executes or T+1 (trade date plus one day).
