You are seriously confused if you think this is even a remote possibility. DoD has no power to influence OTC, nor would they care or consider the risk of being exposed on such illegal actions.

One would think the U.S. Dept of Defense might be able to put a good word in with OTC Markets,, but no luck on that so far.
