Yes, hence why so many here don't understand how naked shorting is so rampant and essentially unregulated in the OTC markets. SEC just doesn't have the manpower to monitor/chase them all. Look at how long it's taken just to contact the foreign shareholders of SRNW.

The only way to expose naked share holders is to cause a change in the CUSIP number either through a merger, name change, etc.
