So, do you think this 8K is a clear notice (1) that the A/S of Series NC Preferred has increased by another 20,000 to 40,000, or (2) sufficient notice of an authorization of a new Series NC Preferred or (3) a sloppy copy and paste job that contains errors?

I can't see justification for a share price of $.67. JMHO, it has to be something like a slip of a decimal point or an added zero on the number of shares issued in the 8K. $10,050/15,000=$.67.
