I Googled it. My completely inexperienced and industry ignorant take on it is that it is a part of the government process. One of the FDA steps. So a barrier to Covid approval was able to be bypassed. One of many. But a first step. So this free sample/reduced price program along with self reporting. Sounds like a back door trial. One that will cost thousands $$$ instead of millions. Or am I completely wrong?!
