But you fail to point out Section IV:

"IT IS FURTHER ORDERED that Respondent shall file an Answer to the allegations contained in this Order within ten (10) days after service of this Order, as provided by Rule 220(b) of the Commission’s Rules of Practice, 17 C.F.R. § 201.220(b)."

The Respondent still has a chance to explain the delinquencies. I don't see anywhere in this document something saying otherwise.

In other words, you make it seem it's final which I argue it's not as is clearly outlined in Section IV of the document.

If Nixon doesn't move a muscle in this particular instance, then I would agree with you the stock will be deregistered and that will be final.
