Here's how it'll work at IBKR - just got this message today:
"You are receiving this communication because according to our records, you have positions in securities impacted by recent amendments to SEC Rule 15c2-11.
While the rule does not prohibit the holding or trading of these securities, it will result in fewer market makers quoting certain securities and eliminate quoting in Expert Tier stocks, which will reduce liquidity in these stocks. The change may also result in OTC Markets downgrading stocks in the Pink No Info Tier to the Expert Tier, Grey Market or Caveat Emptor tiers, which means that clients will be able to close existing positions (to the extent there is liquidity) but not open new ones. It also means that a closing trade in an Expert Tier stock will require a call to the IBKR Trade Desk, which only accepts Market Orders. This may impact your ability to close your positions."
So for IBKR anyway, no selling via the trading platform, but you can put in a call for them to do a market sell for whatever scraps a market maker is willing to pay.
I did finally manage to sell my one grey ticker via a call to IBRK earlier in the week, and got more than I expected for it (almost 0004 per share). They told me there was unusually high liquidity in the grey market and that I should call soon to execute the trade. I only mention this because if anyone has greys they're trying to unload, this might be a good time to call their brokers - soon there will be a glut of greys and presumably far fewer buyers for a given ticker.
