It appears Apple stopped supporting High Sierra in December 2020.

It didn't quite stop supporting it, but it did stop updating it, and so Safari doesn't update, either. But I also have Firefox loaded, just in case.

My problem was that although my WiFi connection was apparently working, it was on a "congested channel". So no browser worked. And no website would load.
