Buyouts can take a while because there are typically a set of conditions that have to be satisfied first, even before they even settle in on a price. I’m of the opinion that RA approval is one likely condition.

Any financial transaction, particularly a buyout, can fall apart at the last second. That’s why it’s business as usual until definitive docs are signed.
