As far as the clinical trial registry update, they are "required" to update it every year by the same law.+So I really do not see the law being much more than any other numerous laws that are not seriously enforced

NWBO would (successfully) argue that there has not been anything to update yearly.. You really can seriously not compare the yearly updating of the clinical trial registry, if any, with reporting the results of a clinical trial..!

And within 1(?) months of the actual completion.

No 12 months aka 1 year after study completion

now requires sponsors of applicable trials to report their results directly onto ClinicalTrials.gov within 1 year of completion

(Completion was on July 22 2020.)
It really has everything to do with informing the public especially patients which according to the FDA, given the chance and emphasis in January 2018, has held this as highly important. Also, the consequences are much more severe than just not updating the trial yearly! The consequences are among others that the outcome of the trial may be void.

Failure to report the results of a clinical trial can distort the evidence base for clinical practice
