IMO manipulation is a 2 way street, if given the opportunity to manipulate a manipulator will take it.
BIEL currently has a 20 billion OS and it's trading on the pinksheets, that combination is ripe for manipulation. BIEL also has a history of bad management which breeds distrust, that also brings about the manipulation.
Remember also manipulations works both ways, to push a stock up or down. Changing the share structure or buying back shares thus catching the MMs off guard could be seen as manipulation, but in a good way. Think about what wallstreetbets was able to achieve.
