NO WAY: "she is trying hold off on the PR". If she was able to issue a PR, it would take a lot of "bullying" of her, so she has a lot to gain, and nothing to lose if issuing a PR is up to her.

She is holding off because either:

1. the new partner doesn't want a PR at this time, or
2. she counted her chickens before they hatched and there is no signed deal
