IMO, It's pretty simple, she is trying hold off on the PR until the economy has had a chance to rebound from the worse global pandemic in 100 years.

* 26 million unemployed

* most Americans being asked or ordered to stay home

* non-essential businesses have been ordered to close in most cities

* DJI plunged 10,000 points erasing $20 Trillion in wealth


Not the best of times for a small company to announce a multi million dollar OEM Deal and attract new investors.


Re RS, To my knowledge KW has made two statements on RS:

Kelly Whelan "No immediate plans to do any reverse splits. Look at what ENDV did to their shareholders! They reversed in December? falling off daily"

Kelly Whelan "There are NO immediate plans to reverse split BIEL stock. MAYBE in 2+years...when the revenue would support it, but not now."
