It is a 1 cent stock based on the valuation of the business by its buyer and seller. That's pretty straightforward.
Now, if one wishes to speculate some growth of the business since the acquisition, fine... but it hasn't grown by 15X's by any stretch of the imagination, and speculating that it will in the near term is a poor investment strategy, since the business has been in operations for, what, 5-6 years(?) and grew to an alleged value of the $2M in that time.
It's also losing money, so there's that.
