However my understanding was that every shareholders registered Dec. 1st with USSE will get the same amount of shares of USSP (1,2,3 months later, it doesn't matter) and it will not be affected by any shares of USSE sold, let's say Dec. 20th. Am I right?

Thing are not quiet clear, too bad.
