February 2, 2018 - after the February 1st date comes and goes with no name/symbol change, Mike explains in a press release that ANDI will have to change the name of the entity at the Wyoming SOS first before it can get approval for a corporate action request from FINRA

It isn't clear if they had already begun the process with FINRA causing them to learn that they would need to take that step to gain approval or if they learned on their own before applying with FINRA

If ANDI hadn't already begun the process before this they had no more excuses at this point for putting it off
March 15, 2018 - ANDI IR says "we are in the process of filing a name change application to FINRA under Rule 6490 which will include a name and symbol change. At the current time we do not have a date as to when it will be approved and take effect, but will share that information with shareholders as soon as we know"

March 26, 2018 - ANDI does a blanket IR response with an identical statement that ANDI is "in the process of filing" the name change application with FINRA

It's possible that ANDI started the corporate action request by February and learned through the process about various steps it needed to take (like the name change amendment at the Wyoming SOS)
But even if the name change amendment came first, the process should have been started by early to mid-March which is still well over 2 months ago.
A corporate action request can take as little as 2 weeks or less if everything is in order. It can take months if FINRA has concerns/questions that need to be addressed.
The corporate action request may never get approved at all if FINRA's concerns cannot be address properly.
If some of those concerns lead to suspicion of fraud or securities violations FINRA does have a Fraud Detection and Market Intelligence department that handles those types of situations and does make references to the SEC.
The longer that corporate action request takes to be approved the more concerned investors probably should be.
I can think of several concerns that FINRA may have including why the Utopya Innovation (Canada) operations were never acquired/merged into the ANDI shell despite lots of press releases, tweets, and email correspondence since November saying that they were.
People really need to start asking why Utopya Innovations (Canada) was never merged into the ANDI shell and why the Utopya Innovations (Canada) officers never became the officers of ANDI. Why was ANDI used by Utopya Innovations (Canada) to sell shares into the market through Series B preferred share conversions to raise money for Utopya Innovations (Canada) while ANDI investors were lied to about what they owned?
Did ANDI actually even file a corporate action request with FINRA or was that just another lie to manipulate the ANDI share price for the private Utopya Canada company to raise money through their share selling/pump&dump scheme?
At this point I'm expecting ANDI to remain very quiet. I'll be surprised if they file a quarterly report for the period ending April 30, 2018 which is due out on June 15th because that report could end up showing exactly what the quarterly report for the period ending January 31, 2018 showed - that Utopya Innovations (Canada) owns the ANDI shell but ANDI doesn't own any smart phone operations.
