He is the author of “Military Recruiting in the United States.” The gunman who fired on students and teachers at Marjory Stoneman Douglas High School in Parkland, Florida, a 19-year-old white former student named Nikolas Cruz, was a member of the Army Junior Reserve Officer Training Corps program, known as JROTC. Cruz also took part in a four-person JROTC marksmanship team at the school which had received $10,000 in funding from the NRA. “[The NRA] realize that if they can start linking the children with the guns at age 13 in the high schools, it’s a win-win proposition for them and for the sellers of weaponry,” says Elder.

Generation Z has grown up in a world where active shooter threats and lockdown drills are the norm, and they’ve had enough.

In the wake of the Valentine’s Day massacre at Marjory Stoneman Douglas High School in Parkland, Florida, that left 17 dead, the angry, exasperated, and heartbroken voices of student survivors have emerged as forces of change. They've tweeted at Trump, marched on Washington and Tallahassee, and called out the National Rifle Association.

Now, high school students across the country are organizing in solidarity with their peers from Parkland, who are planning a march on Washington, D.C. on March 24, called "March for Our Lives." Frustrated by what they labeled as the older generations’ failure to keep them safe in their schools, local teens are taking matters into their own hands by planning at least three days of action nationwide.

VICE News spoke to students across the country — from Florida cities near Parkland to Pittsburgh and Decatur, Georgia — who are determined to make sure that another mass shooting never happens.

President Donald J. Trump Amends Puerto Rico Disaster Declaration

Today, President Donald J. Trump made additional disaster assistance available to the Commonwealth of Puerto Rico by authorizing an extension of increased Federal funding for debris removal and emergency protective measures, including direct Federal assistance, under the Public Assistance program.

On September 26, 2017, President Trump authorized a 100 percent Federal cost share for debris removal and emergency protective measures, including direct Federal assistance, for 180 days from the date of the declaration.

Under the President’s order today, the time period for 100 percent Federal funding for debris removal, including direct Federal assistance, has been extended for 90 days, and the time period for 100 percent Federal funding for emergency protective measures, including direct Federal assistance, has been extended for 60 days.

The coalition released a humanitarian operations plan on January 22, 2018, and as part of that plan, it has agreed to transfer $930 million to United Nations agencies in support of the 2018 Yemen Humanitarian Response Plan by March 31. Four World Food Programme (WFP) mobile cranes funded by the United States have now begun offloading supplies at Yemen’s Hudaydah port. We appreciate the coalition’s willingness to contribute to Yemen’s reconstruction, including investment in key ports and transportation infrastructure, and to work with the United Nations, WFP, and NGOs to meet the needs of millions of desperate Yemeni people. The United States stands ready to assist Saudi Arabia and the United Arab Emirates in accomplishing critical objectives, including expanding access to food and medicine for Yemenis suffering after nearly four years of civil war, and reiterates the continuing necessity for unfettered access for delivering humanitarian and commercial goods through all ports of entry. We urge the Houthis to work with the international community to ensure all essential supplies reach the millions in predominately Houthi-controlled areas who are in greatest need. Alleviating the these vital humanitarian needs and legitimate security concerns of countries in the region depends on a political settlement to the conflict, and therefore the United States applauds the recent public commitments of several important parties to the conflict to renew diplomatic efforts and stands ready to support U.N.-led efforts to achieve peace.

WASHINGTON — Former Trump campaign chief Paul Manafort was hit with new charges on Friday, including an allegation he secretly recruited and funded a group of former European politicians to lobby in the United States on behalf of Ukraine.
The superseding indictment was filed just a couple of hours after Manafort's business partner, former campaign aide Rick Gates, pleaded guilty to conspiracy and to lying to investigators — even while he was negotiating a deal with Mueller.
Gates is now the third associate of President Donald Trump to strike a cooperation agreement with Mueller, who is investigating Russian meddling in the 2016 election and possible ties to the campaign.
The agreement, which requires Gates to cooperate on "all matters" prosecutors deem relevant, appears to be a good deal for both sides. Gates could get as little as probation if he keeps up his end of the bargain, and Mueller's case from Manafort morphs from one built on paper evidence to one where the star witness worked hand-in-hand with the defendant.
