“The time to act is now.” That’s the message of survivors of last week’s school shooting in Florida. On Wednesday, the nation witnessed grieving students, parents and teachers powerfully confront the president and lawmakers over gun control in pointed—and often tense—televised exchanges. The day began with students across the United States—from Minnesota to Colorado to Arizona—walking out of class to demand stricter gun laws. Meanwhile, survivors of the shooting descended on the Florida state Capitol in Tallahassee to demand lawmakers pass legislation addressing gun violence before the legislative session ends. In the afternoon, President Trump—along with Vice President Mike Pence and Education Secretary Betsy DeVos—hosted a listening session with survivors of recent shootings, including students at Marjory Stoneman Douglas High School. Wednesday evening, survivors of the massacre at Stoneman Douglas High School sparred with politicians during a town hall hosted by CNN.

Text of a Letter from the President to the Speaker of the House of Representatives and the President of the Senate

Issued on: February 22, 2018

Dear Mr. Speaker: (Dear Mr. President:)

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days before the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent to the Federal Register for publication the enclosed Proclamation stating that the national emergency with respect to Cuba that was declared on March 1, 1996, in Proclamation 6867, as amended by Proclamation 7757 on February 26, 2004, and Proclamation 9398 on February 24, 2016, is to continue in effect beyond February 25, 2018, as modified by the enclosed Proclamation.

It continues to be the policy of the United States that a mass migration from Cuba would endanger the security of the United States by posing a disturbance or threatened disturbance to our international relations. The unauthorized entry of vessels subject to the jurisdiction of the United States into Cuban territorial waters is in violation of the law of the United States and is contrary to the policy of the United States. Further, the unauthorized entry of United States-registered vessels into Cuban territorial waters continues to be detrimental to our foreign policy and counter to the purpose of Executive Order 12807 of May 24, 1992, which is to ensure, among other things, safe, orderly, and legal migration. The possibility of large-scale unauthorized entries of United States-registered vessels would disturb the international relations of the United States by facilitating a possible mass migration of Cuban nationals. For these reasons, I have determined that it is necessary to continue the national emergency declared with respect to Cuba and the emergency authority relating to the regulation of the anchorage and movement of vessels set out in Proclamation 6867 as amended by Proclamations 7757 and 9398, and as further modified by the enclosed Proclamation.

Robots Could Be Coming For More Than Just Your Job: VICE on HBO, Full Episode

Everyone is worried about robots stealing manufacturing jobs, but the real value (and threat) in robots may lie in whether they can become smart enough to actually think on their own.

One of the major milestones in creating human level intelligence is for machines to attain self-awareness. And Columbia University's Creative Machines Lab may have already done it. “These robots learn overtime, to stimulate themselves in a future situation they haven’t actually experienced.” said Dr. Hod Lipson, the mechanical engineering professor leading the lab's push to create self-aware robots.

"In other words, they don't have to learn by doing," Lipson told VICE News. "They can learn by thinking."

The robotics department at UC Berkley has made similar advancements with their self-teaching robot BRETT. Using trial and error, BRETT can learn how to fold laundry, assemble LEGO blocks and fit pegs into a hole.

From a technological standpoint, these advancements are exciting, but they raise an important philosophical question: If humans create machines whose intelligence surpasses our own, will we be able to control them?

VICE’s Hamilton Morris explores how robotics and the computers that power them are poised for an extraordinary leap forward with the emergence of artificial intelligence, and how humanity can reconcile the huge risks and possibilities that will follow.

This Private School Trains Student “Warriors” To Swarm An Active Shooter (VICE on HBO)

In the wake of the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida, last Wednesday, schools and state legislatures around the country are grappling with how to protect the lives of their students.

But more than five years before a 19-year-old former student killed 17 at the Florida school, Pastor Larry Allen, a a superintendent in Albuquerque, New Mexico, took a radical approach to preparing his school for potential gun violence.

In a Season One episode of VICE on HBO, correspondent Thomas Morton visited Allen's school, the New Life Baptist Academy, to talk to the pastor, a former cop, and his wife about the training they require students undergo.

In addition to active shooter training for every student from kindergarten through 12th grade, a group of select upperclassmen also receive tactical training, designed to help them stop a gunman. They're called the Pastor's Warriors.

New Life Baptist Academy's 20 teachers also have at least five loaded handguns divvied up between them.

In the wake of last week's tragedy, pro-gun groups like “Florida Carry,” along with public voices such as Rush Limbaugh and several Republican senators, want to pass emergency legislation to allow all public school teachers to bring concealed firearms to their classrooms for defense.

But many of those who witnessed the massacre of their friends and loved ones in Parkland think enough is enough. More guns is simply more violence, not more safety. Students even held a "lie-in" on Monday in front of the White House, where demonstrators called for tougher gun control laws to help make schools safer.

Dating in the US has been around for 100 years and it’s always been tied to the economy.

It may seem like the way we date is dictated by things like love and affection but it’s actually driven by something far less romantic: the economy.

Dating as we know it didn’t really start until the Industrial Revolution when young people left farms and small towns to flock to cities for work. They got jobs in factories, bars, and restaurants and being away from their families for the first time offered them the freedom to mix and match with other young people.

Ever since then the way single people have gotten together has been dictated by the ups and downs of the economy in the United States. We talk to Harvard’s Moira Weigel, author of “The Labor of Love: The Invention of Dating” about how our woes about dating are nothing new, they’ve been around since people starting pairing off.

Conservative author and felon Dinesh D’Souza apologized on Wednesday for tweets he posted that mocked the teen survivors of last week’s school shooting in Florida, which left 17 people dead.

That and other tweets he posted about the survivors were described as “vile,” “disgusting” and “ghoulish.” Even many of D’Souza’s fellow conservatives slammed him over the tweets. The Fulshear Area Chamber of Commerce in Texas even canceled an event featuring D’Souza, according to Media Matters.
However, he remains on the masthead of the National Review as a contributor.

CHARLESTON, W.Va. (AP) — The West Virginia Senate has voted unanimously for a bill that would delete a section of state law governing water pollution by surface coal mining.
The bill from the Senate Energy, Industry and Mining Committee would cut a requirement that the mining company get certification afterward that it mitigated damage to streams or more than 250 acres (101 hectares) of watershed.
The provision says mitigation costs cannot exceed $200,000 per acre.
Committee Chairman Randy Smith, a Davis Republican and sponsor, described only other provisions before Thursday’s vote, saying this conforms state law to federal law.
He says industry stakeholders and the state Department of Environmental Protection agreed.
The West Virginia Rivers Coalition, an environmental group, says the coal industry-backed bill was made available only Monday without time to analyze it.
