Howwwwww ever, according to the dictionary, definition #4 of the word 'special' is as follows: "4. having a specific or particular function, purpose, etc."
I would say, appointing a PCAOB registered accounting firm to oversee the reporting of SIGO pretty much qualifies as having a specific or particular function, purpose, etc. In fact, I can't think of a better definition than the word 'special', because their job is of a 'specific or particular function, purpose.' Do you not agree?
