He probably wasn't, in the strictest sense of the word. It isn't a violation of anything to deposit certs with a brokerage and then liquidate them. BUT if he was doing this to launder money, AND was kicking back to Urbie, well, that is definitely illegal.

Huh? He was depositing certs properly signed by Urbie. The ONLY person who could and did issue CMKX certs was Urbie.
