I think they are shooting for standard #3. Given that they now have 330M shares outstanding, the market cap should be $89.1M given the closing price today of $0.24.
I'm not sure what the public float is today. However, at the current price, $15M would correspont to 62.5M shares. Barron Partners could easily exercise their $0.20 warrants and sell some of them into the market to make up for any shortfall. I expect some of that to happen once the registration statement becomes effective.
I expect that shareholders' equity already exceeds $4M. I think it is likely doing that with goodwill but not with tangible assets.
