I don't disagree with the sentiments, but the problem is in trying to legislate truth and fairness without impinging on the freedom to express one's beliefs...even if they are mistaken beliefs.
I know you accept the responsibility to separate what you believe to be truth from what you believe to be fiction. We all have that personal responsibility. We can't ask others to have it on our behalf. The anonymity that SA affords its writers may remove the balance of legal liability from the "short" side of the equation by providing shelter to those who knowingly make false statements in the interest of their short position has been judged by the courts to be in accordance with the concept of free speech. I understand that there are times when that doesn't seem fair.

It's one of those situations where the cure would be worse than the disease. The opportunity to ignore the material in SA is always present. No one has to read it. It sounds like a childish solution but it's the only one available under the law.
We can't ask SA to make sure that everything presented on their site is true. The alternative is to make blogs and message boards (like this one), where false information about people places and things both pro and con is printed every day, responsible for their content. They would rapidly close their doors. If I'm not mistaken SA's policy on the issue isn't very different from the policy of the venue that we're exchanging facts and opinions on right now.

You say "In my opinion, perhaps if nothing else, Cellceutix is the perfect poster child for the legal need to prevent this type of shielded manipulation in the future." I think that CTIX is the perfect example to show investors who are responsible for their own actions that caution should be exercised when reading anonymous information or, for that matter, information from a known author who IS exposed to legal liability.
If you can provide a legal solution to what you perceive to be the problem I'd be happy to listen to it.
