I said "toying" with the idea. And, yes, it has been done in Europe.

But my point still stands. The delta between the fed funds rate (as it is today, even though not negative) and the rates being charged for consumer loans results in ALL of us being hosed. I only have enough deposited in my bank to cover checks (expenses) and a savings minimum to avoid bank charges. What I earn on that is effectively zero.
