I really do not see what you would get out of a report being filed that will show for the most part no change in where it is.
But i guess if you see a report you can claim more of a scam going on.

TCEL is a sub penny stock not a IBM and evenyone knows going in of the high high risk of buying in to this stock or others like it!!!
