Yet another rule that needs to be removed from the OTC. (Unsolicited Quotation)

Apparently. But here's what's odd. PHOT still shows at OTCMarkets as trading on a unsolicited quotes basis:

And yet the company announced a week ago that FINRA had okayed a new 15c2-11:
