This I am sure is DTCCs way of slowing down the perpetual reverse splits by these stinky pinkies, because I don't think it costs $1,000 to add a new CUSIP in DTCCs system.

I think it's more that they want the money to pay for a review of eligibility for the issue. But it could well be a little bit of both.
