The cost of hiring a collections department for NSF checks could be cost prohibitive to some of these small transfer agents. This I am sure is DTCCs way of slowing down the perpetual reverse splits by these stinky pinkies, because I don't think it costs $1,000 to add a new CUSIP in DTCCs system.
