This will hinder the R/S, Name Change, Symbol Change merry-go-round with stinky pinkies:

Effective January 1, 2016, DTCC has put in affect a new fee that will be charged to the Issuer when a new CUSIP is created as a result of a corporate action event. The new fee is $1,000.00 and the Transfer Agent, on behalf of the Issuer will be invoiced for this charge. As a result of this new fee being invoiced by DTCC directly to the transfer agent, Transfer Online will revise its fee schedule to reflect the new fee. Also, a policy will be put in place, that this fee must be collected from the Issuer prior to a Corporate Action being filed which requires a CUSIP change.

So on top of paying state fees for amending the issuers articles of incorporation, S&P Cusip Service Bureau fee, FINRA's fees, and paying the TA to print a new set of certificates all just to do a reverse split or a name change, DTCC will now charge an additional $1,000 on top of the aforementioned.
