Yes, they should. They need to bear in mind that nearly all of them are recidivists. It's an easy way to make big bucks, and they seem unable to resist the temptation.

Probably they only mentioned VGTL because it's recent, and because adding more examples would have made the case more complicated to prosecute.

The VGTL people say their new CEO is preparing an audit. That may not be as easy to do as they believe.
