I think Hong Kong is willing to cooperate in most cases, so I wouldn't consider that a particularly safe haven. Hong Kong, after all, makes plenty of money in other ways. Most tax havens have nothing much in the way of legitimate businesses, so cutting crooks a break is a major source of income for them.

I think finding ways to move money is an increasing problem for these people.
